§ 4353. Special restrictions on lamps.
(d) Flashing lights are prohibited except on an authorized emergency vehicle, school bus, snow removal equipment, vehicles authorized by the Secretary of Safety and Homeland Security if determined to be in the interest of public safety, or on any vehicle as a means of indicating a right or left turn or the presence of a vehicular hazard requiring unusual care in approaching, overtaking or passing.

YES: Turn signals are required for indicating a turn or a lane change. YES: Hazard lights are legal and required if your vehicle is traveling in a condition that is considered to be a roadway danger.
