Passing On The Shoulder

Question: Can it be legal to pass on the shoulder of the road?

In the picture above the red arrow is pointing to a vehicle that has just passed multiple left- turning vehicles. This is a legal maneuver as long as all vehicles being passed are intending to turn left.

Answer: YES

Picture #15- 16 below is not an example of passing left-turning traffic. Instead, it is an example of illegally passing straight (through) traffic by using the right shoulder — a guaranteed ticket if a police officer is present!
